Caught on Tape: Graphic Dashcam Video at Center of TBI Investigation (Tennessee)

Dashboard cameras are supposed to help protect police officers and sheriff's deputies from groundless complaints, but a graphic dash cam video obtained by FOX17 NEWS has some Humphreys County lawmen at the center of a TBI investigation. It was January 23 on the outskirts of Waverly when sheriff's deputies roll up to a house on Bearcat Lane. It started otu peacefully enough, with authorities questioning 35 year old Darrin Ring on the left and 2 other men who say they live next door to the home, but the peace was quickly shattered. 3 Humphreys County sheriff's deputies converge on Ring and take him down. You can hear them telling Ring to settle down before deputies repeatedly hit and kicked him.

"In the course of about 14 minutes they removed his clothing so he was laying naked in the snow," says District Public Defender Jake Lockert. "Cuffed his hands in front of him, pepper sprayed him, tazed him multiple times, beat him with steel asps and kicked him into the ribs until the point they punctured a lung."

The sheriff's deputies were eventually joined by 2 Waverly police officers who were backing them up. The Waverly officers have tazer guns. Lockert, a former state prosecutor, says it's the worst case of excessive force he's ever seen.

"Our client was in a no win situation," says Lockert. "If he obeys the officers' commands and tries to comply, he's kicked and beaten and tazed. If he doesn't move, he's hit and beaten and tazed."

Lockert says Darrin Ring was drunk but committed no crime. He says his client was charged with Assaulting an Officer and Resisting Arrest to cover up what he contends is the real crime. Jake Lockert will be in court July 20 asking for all charges against Darrin Ring to be dropped, and Ring is considering a civil lawsuit. The sheriff's department didn't comment Thursday. The officers involved remain on the job pending the TBI's investigation.

The Post&Email has been posting stories about corruption in Tennessee’s law enforcement and the courts.

If you haven’t been reading about it, you should. I would never want to live in Tennessee after reading about those incidents.

This case, and far too many others like it, are why I never even consider stopping for the cops. If I see the lights go on, I just nail the gas and take a circuitous route home. I've never been caught, and the felons with badges are just plain damn lucky they've never caught me.

well obviously the guy deserved it, there wasn’t a dog to shoot and the cops were highly disappointed

Why would they strip the clothes off this man?

The pack syndrome is strong in police officers, and if you give any indication you do not respect them, you get an ass kicking..

Note: They don’t have to respect you.

His crime was Contempt of Cop. He's lucky he survived. These Sadists have done this a lot, if they thought they could get away with again...

I'll wager there are whole lots of county residents, and vagrants who traveled thru, who whisper and go all pale when Humphrey is mentioned.

Time was the term was "protect and serve." Now it's, "Let's hurt some civilians."

There was an old expression “You can’t outrun the Motorola roadblock”, and cops have a LOT more technology at their disposal today than back then.

Someone is damn lucky, that’s for sure...

Its funny you mention this, I have a relative who lives in South Georgia. He has ran from the cops at least 20 times in the last ten or so years, he just don't like them. They try to stop him for speeding, tail lights, tag lights and other assorted fun stuff. He just takes off.

On one occasion he just drove thru some one's cow pasture in his pickup onto an adjacent logging road, then home...

It amazes me he's not been caught, our found out about. But about once or twice a year for the last decade or so he runs from the cops.
