Waxman said they had to vote on the Senate bill...that is what I heard. And they cant add the amendments until after the President signs it...which the way things are supposed to work.
No, it could mean they are confused.
Could mean that they don't have the votes and thus need Cardoza's vote. He said he was a "no" so long as it was done by Demon Pass.

Or they’ve become convinced that demon pass will go down in flames after the USSC gets a good look at it.
Their Yes votes were predicated on demon pass and a vote on the reconciliation bill, not on voting directly for the Senate bill.
They are still short, way short.
Or they might know “to deem” is political suicide...
Does anybody know what time the vote is’’ supposed’’to be tomorrow?
Three possible explanations in decreasing order of likelihood:
1. They think they have the votes.
2. Enough of the “nos” made it clear they will still be “nos” even if the subterfuge were used.
or
3. Enough ‘rats realized that passing a bill in a way that is arguably unconstitutional would be a really bad idea because lots of folks who revere the Constitution have firearms, including a fair number who swore an oath to defend the Constitution.
