1996 Beginning of Oil-for-Food. Another example of a key infl ection point was the 1996 decision to accept the Oil-for-Food (OFF) program. Internally, Iraq was in trouble. The economy was in tatters. The middle class was decimated by the collapse of the dinar and the impact of sanctions. The hobbling of Saddam by the 1991 cease-fi re resolution, UNSCR 687, was still persisting despite vocal support of some members of the Security Council. Saddam had long refused to accept the option of exporting oil with constraints on revenues. He was concerned that, once started, the pressure on the Security Council to lift sanctionshis real goalwould be lifted. It was clear he was using the pain endured by his people and the concern by some members of the Security Council that sustaining civil destruction as pressure to get the Security Council to remove the sanctions. However, by 1996, it became apparent that the United States had a lock in the Security Council on lifting the sanctions and Saddam accepted UN Security Council Resolution 986 initiating the OFF program.
The onset of the OFF program began what became a burgeoning source of real disposable income. The revenues Iraq garnered grew incredibly from an estimated $250 million in 1996 to $2.76 billion in 2001. The process of oil exports offered leverage in the international oil markets. The UN system for controlling Iraqi oil exports had the unintended consequence of allowing ample opportunities for corruption. Corruption of this process suited the objectives of Saddam of escaping the fetters of the sanctions controlled by the UN Security Council.

I good comeback for Bush is to say that Kerry thinks the murder of millions of Iraqis under a sanction is good bt the deaths of 1000 troops for liberation is bad.

Saddam was going to make weapons when the sanctions were lifted, yet the sanctions weren't working because he was skimming money through the Oil-for-Food program. So, in theory they didn't really need to be lifted ever for him to make the weapons. How can the CIA seriously conclude Saddam wasn't making weapons given the above?
Doesn't it seem more obvious that maybe he WAS making them?

Oh yeah, you can't tell me that he just gave them all up to the UN. They are in Syria or Iran, it is just going to take time to find out. And as for Saddam, I hope we are good job extracting information. One day he will crack.

"Much is known about Iraqs various efforts to conceal WMD from UNSCOM after the Gulf War in 1991. The ISG, however, has uncovered more details about the extensive efforts undertaken by Iraq against UNSCOM and later UNMOVIC. Moreover, these efforts at deception did not end with the departure of inspectors in 1998, and indeed deception continued right up until war in 2003.
The Iraqi Intelligence Service was tasked with monitoring and infiltrating UNSCOM and UNMOVIC. Iraqi officials tell us hundreds of officers from multiple directorates were tasked to monitor the UN officials, employing a spectrum of capabilities from human to electronic surveillance. Elaborate plans were developed and rehearsed to enable sensitive sites to be able to hide sensitive documents and equipment on as little as 15 minutes notice. Iraqi intelligence engaged in a worldwide effort to collect intelligence on the UN, including efforts to recruit sources inside the UN, UNSCOM and UNMOVIC."

Our problem is that the regular voter dont always watch cable or satellite news. Thus, they get only the filtered stuff that comes through the MSM. Which is next to nothing about anything important.
