Nobody is quitting the cartels because of excommunication. For one thing they aren’t exactly lined up for “regular” jobs, and they got bills to pay like everybody else. For another the local churches take just as much cash from the cartels as the cops, so any excommunication would be ignored on the local level.
The cartel members have an unrecognizable syncretic religious practice that revolves around a death cult.
Excommunication would mean nothing to them.

Should the Pope excommunicate cartel members? He should, but he won’t. Not when the cartels launder billions of dollars through the Vatican bank.
Pope Pius XII might have done so. In 1950, he excommunicated all of those involved in the arrest, torture, show trial and imprisonment of Cardinal József Mindszenty, head of the Catholic Church in Hungary.

However he could say that they should not be given the sacraments as they are out of communion with the church.
I doubt he will do so. They have always reserved that for serious matters. Like objecting to the pope installing an archbishop one of his cronies who does not even speak the language over a local bishop. That will get your entire country under interdict.

Hell - we were excommunicated from our Catholic Church in the ‘60s because “We know you’re making more and this is the tithe you should be paying” went unmet....the Church takes many privileges that belong to God upon itself....kind of like Jonah....
