Right. In New York, you are legally REQUIRED to swap plates, until you can get to a DMV. And you have 30 days to get to a DMV.
In Virginia, the plates STAY on the car they were issued to.

I think a transfer that includes valid title is viewed in a different light than swapping plates without the associated paperwork.
I had my title on me.
A fellow I work with lives in VA, recently acquired a new car and apparently just put the old tags on the new car without proper paperwork. DMV got right on him .. he only got the car in early November. Amazing the things they can be on top of!
Glad things went all right for you ... some parts of the law seem to us laymen rather insane, or at least irrational.
