The number of seats a state has is directly proportional to its population size. And when the population is determined via the census, all persons (including illegals) in a state are counted — not just all citizens.

Are tourists counted in the census? Then that is almost the same exact scenario as counting invaders who are only here temporarily; therefore they should not be counted.
The next census is in 2030.
I hope president Trump can get most of them out and also change the seat allotment rules. Otherwise, we are doomed!

They could be counted, and congressional seats assigned, if they are here during the census and they fill the census papers.
I doubt, however, that too many real tourists bother!
And most of them probably do not think they are eligible.

Look at it this way: every effort should be made to realize the destination that this country is apparently being taken to, so that we can get there soon, hit bottom as intended, so that the freaks in charge will still be alive so that they can either be skinned alive during the counter-revolution or at least live to see how wrong they were.
And even if they remain stupid and evil, the country gets to recover and come out clean on the other side, whatever that other side may be.

They may not need to fill out the survey: the Feds are placing illegals where they want them and recording their locations, so as far as they are concerned, there's an accounting. You and I might not think that's a proper count, but we're also not the ones doing the tabulation.
And after the Dems succeed in making this a one-party country, all those illegals they’ve imported will become a logistical problem when the vast majority are without jobs, housing and food. Those not already predisposed to it will turn to crime to survive, at which point the Dems will fully roll out the Orwellian police state they’ve been sewing the seeds of with the vaccine mandates, J6 prosecutions and persecution of Trump.
