Are tourists counted in the census? Then that is almost the same exact scenario as counting invaders who are only here temporarily; therefore they should not be counted.

Actually, technically, yes.
They could be counted, and congressional seats assigned, if they are here during the census and they fill the census papers.
I doubt, however, that too many real tourists bother!
And most of them probably do not think they are eligible.

No, the census is for people at their usual place of residence. So you have to be living in a place permanently to be counted.
