Justice Department special counsel Robert Hur has training in neither psychiatry nor neurology, yet he included an assessment of President Biden's cognitive functioning in his report declining to bring charges for mishandling classified information.

Memory assessment is a complex task and cannot be undertaken over five hours in interviews with attorneys.

This is a psychiatrist who doesn’t understand the way normal people think and respond to other people, and how it forms the basis for civilization.

Hur described the cognitive difficulties from a LEGAL perspective, what he thought a jury might think.

Secondly, he used his observations to exclude Biden from culpability. Hur says Biden broke the law, and deliberately shared confidential information. Without the forgetful grandfather defense, Hur might have recommended charging.

But politicians and media determined Trump’s cognitive abilities to the point he took a test. Biden should be forced to take the same test.

Well, they weren’t claiming a medical diagnosis. They were evaluating his potential performance in court based on how he managed his interrogation.

So a cognitive test is in order? Taken with more than one induvidual in attendance, with a video record stored in more than one location?

Bet the psychiatrist if publicly challenged to answer if such a test should be administered to settle the question would declare 'no' (highly unlikely), slink away, or start shouting like a raving loon.

Note that he is making an assessment of Hurs ability to report what he has experienced and observed without even interviewing Hur.

She lasted 10 years. Joe doesn’t have many left.

What did Hur actually write?

“At trial, Mr. Biden would likely present himself to a jury, as he did during our interview of him, as a sympathetic, well-meaning, elderly man with a poor memory,” Hur wrote. “Based on our direct interactions with and observations of him, he is someone for whom many jurors will want to identify reasonable doubt.”

Hur’s “assessment” was not a medical diagnosis, but a review and comment, with many years of legal experience, on how a JURY WOULD SEE Sleepy Jo Shiites-his-pants.

A Jury would see a feeble old man and feel sorry for him. So his LEGAL assessment is that no DC jury would convict him.

Which is actually a quite reasonable take on the matter.
