Iraq will ban the US dollar from the start of next year as the global movement against the greenback gathers pace, one of the country's top financial policymakers told Reuters.
People won't be able to withdraw cash in dollars or use the greenback in transactions from January 1, 2024, Iraqi central bank director-general of investment and remittances Mazen Ahmed said in an interview with the outlet.

Gee a nation is requiring it citizen to use their official currency instead of the US Dollar. How shocking! The next thing you know the USA will stop allowing it citizens to use Iraqi Dinar or Euros as currency!
Banning a foreign currency from being used in commerce is not some novel move to fight the dollar’s status as a reserve currency. It’s just standard policy for most countries on the planet.
The only reason Iraq needs to do this now is because the dollar probably became the de facto currency after Saddam’s government collapsed.

That doesn’t seem to be what the article is about, despite the headline. It’s about the common people not being able to conduct their everyday commerce with the dollar anymore, so you know, they have to actually use their own country’s currency, like, you know, every other country on the planet pretty much.
Can’t use a dollar there, can’t use a dinar here. So what?
