SAN FRANCISCO (AP) — Federal wildlife officials on Wednesday announced a proposal to classify one of two dwindling California spotted owl populations as endangered after a lawsuit by conservation groups required the government to reassess a Trump administration decision not to protect the brown and white birds.
The U.S. Fish and Wildlife Service proposed that California spotted owls that have their habitats in coastal and Southern California be protected under the Endangered Species Act.
The other California spotted owl population, which lives in Sierra Nevada forests in California and western Nevada, would be classified as threatened, the agency said.
The habitat of the medium-sized brown owl with white spots on its head and chest and a barred tail is under serious threat from current logging practices and climate change, including increased drought, disease and more extreme wildfires.
Most California spotted owls live on land overseen by the Bureau of Land Management and the U.S. Forest Service.
The federal agency’s decision follows an agreement reached in November between the U.S. Fish and Wildlife Service and several conservation groups that sued the federal agency in 2020 over its decision not to protect the California spotted owl population.

A classic spotted owl stew recipe simmering in white wine and vegetables is sure to bring comfort to your table. If you don’t want tot use the wine, just add an additional 1/4 cup of owl broth as a substitute.
Ingredients
• 3 tablespoons all-purpose flour
• 1 teaspoon paprika
• 1 teaspoon poultry seasoning
• 1/2 teaspoon salt
• 1/2 teaspoon freshly ground black pepper
• 2 Spotted Owls well plucked and minus the heads and feet
• 2 teaspoons butter
• 1 1/2 cups chopped onion
• 1/2 cup chopped celery
• 3 garlic cloves, minced
• 1 cup fat-free, lower-sodium owl broth
• 1/4 cup dry white wine
• 2 cups (3-inch) julienne-cut carrot
• 1/4 cup chopped fresh parsley
Deep woods owls have a better and piquant flavor than those from near human habitations

My advise, check the numbers reported with a find tooth comb.

The enviro-whackos tried to use the least term and snowy plover to prevent us from doing Minuteman testing at Vandenberg in the 70's and 80's. Seems their nesting areas always became critical habitat coincidentally just after we would announce a timetable for a test launch.
They destroyed the economy of NorCal in the late with some of the first enviro whacko crap that protected the Spotted Owls in the 70’s.
I guess folks in DC don’t like the folks in NorCal being able to support themselves... This could deal a death blow to the weed farmers that replaced the loggers in 1977 and on.

I sort of question the premise. It looks like what could be termed a “Western” Barred Owl to me. Maybe they don’t interbreed with Barred Owls, but is it a distinct species? I thought I read Barred Owls are doing fine.
The whole thing is just nuts in a lot of ways. We can set aside huge tracts of land for conservation, we can log for timber when done responsibly, mining, outdoor recreation, the West is a big place.
People live there. It’s not a Museum.
Anyone can challenge these rules or diktats promulgated by any federal agency. That includes any person reading this post. If the rule is not based on science, it must be rescinded.
However, such action would require so-called “conservatives” to get off their fat asses and do something besides worshiping Mammon.
I spent much of the summer of 1979 surveying spotted owls on the Deschutes NF in central Oregon. We reported our findings accurately, but I wouldn’t guarantee that we found every owl.
And that business of spotted owls needing large tracts of undisturbed old-growth forest is nonsense. Several pairs were nesting in areas that had seen quite a bit of logging; in fact, one pair had been reported by a logging crew and were still occupying the same nest at the edge of a clearcut.
