SAN SALVADOR (Reuters) - El Salvador's President Nayib Bukele announced Saturday the deployment of 10,000 security forces to a suburb of San Salvador known to be a stronghold for gangs.
The move is the latest escalation in a crusade against gang violence that began in March, which human rights groups say has been marred by unjustified detentions.
"Soyapango is totally surrounded," the president wrote on Twitter early Saturday, referring to the municipality in the eastern part of the capital region known to be a stronghold of the Mara Salvatrucha and Barrio 18 gangs.
"8,500 soldiers and 1,500 agents have surrounded the city, while extraction teams from the police and the army are tasked with extricating all the gang members still there one by one."
Images released by the government showed troops carrying heavy weapons, helmets and bulletproof vests, traveling in war vehicles. The municipality has a population of about 300,000 and was previously considered impregnable for law enforcement.
Since he began his plan to combat gangs, Bukele has ordered the arrest of more than 50,000 alleged gang members, whom he describes as terrorists and has denied basic procedural rights to.

If someone wants to buy the most essential of items, such as gasoline, they must go through the MS13, which distributes tanks full of fuel to local shops. If they want bread, the gang also provides, from one of at least three MS13 bakeries in the community. There are other bakeries, of course, but they buy their flour exclusively from the gang.
The same goes for public transport. If someone wants to leave Las Margaritas but does not have a car, they have just two options: use a taxi belonging to the gang or board a bus on one of two routes out, both systematically extorted by the MS13.”
“They control everything. Even if there are issues with domestic violence, it’s forbidden to call the police. You have to speak with them and they take care of it,” said one older woman belonging to a neighborhood association in Las Margaritas.

It’s important to note that this article was written before Bukele declared war on the gangs.
It describes accurately the country before. Out of estimated 70,000 gang members, they’ve rounded up nearly 60,000 and the rest are in hiding.
State Department and Soros NGOs are beside themselves. People visiting the country now report that there is effectively no crime. No one shows up to collect extortion payments. People are able to go about their lives and business unmolested. They are free for the first time in decades.

He is going after the last holdouts. He is devoting a large force to seal the area so that there is no escape as they go door by door. Gangsters there helpfully tattoo themselves, which makes it easy. That, and they have a database. Declaring war means simple membership in the gang is all they need for arrest and imprisonment.
As I say, the last holdouts are in hiding. Gang members in jail are held incommunicado, so the gangs are no longer run from inside prison, and jailed gang members can no longer threaten guards, cops, judges as they could before. Without the (in effect) legal declaration of war it was impossible to defeat them, since in a country this size, they know where the guards, cops, and judges live, where their kids go to school, and establishment politicians were in bed with them. Those days are done, at least until the establishment can figure a way to get rid of him. His party controls congress, though, and his support in the streets is around 90%.
Soros, State, and the press hate him. They can’t defeat him in an election so they keep threatening a coup. But for now he is winning.
