We are still expected to abide by it by every other nation that witnessed it.

Leonid Kravchuk, the Ukrainian president that signed the Budapest Memorandum was replaced in a democratic election by Loenid Kuchma in 1994. Kuchma left office in 2005 and was replaced by the winner of a democratic election, Victor Yushenko. In 2010 Yushenko was replaced by the winner of a democratic election, Victor Yanokovich. It was Yanokovich who was replace by the events of 2014. Between his election and his replacement Yanokovich never repudiated or even questioned the Budapest Memorandum. Stay in school.

Yeah, and us and the Brits also agreed not to launch any aggression against Ukraine at the same time. We launched a violent coup with multibillion dollar funding. (in that coup, we ended the Uke government that was signatory to that Clinton agreement.
