It was an international multiparty agreement. Both we and the Russians are obligated to it. Otherwise who would ever make an agreement with us? Who do you think will ever make an agreement with the Russians now? Legally, the fact the Senate didn't ratify the Budapest Memorandum only means no one can take us to court over it, which wouldn't happen anyway. We are still expected to abide by it by every other nation that witnessed it.
Also, the signatory government of Ukraine was overthrown in 2014 and replaced by coup leaders.
Leonid Kravchuk, the Ukrainian president that signed the Budapest Memorandum was replaced in a democratic election by Loenid Kuchma in 1994. Kuchma left office in 2005 and was replaced by the winner of a democratic election, Victor Yushenko. In 2010 Yushenko was replaced by the winner of a democratic election, Victor Yanokovich. It was Yanokovich who was replace by the events of 2014. Between his election and his replacement Yanokovich never repudiated or even questioned the Budapest Memorandum. Stay in school.
Yeah, and us and the Brits also agreed not to launch any aggression against Ukraine at the same time. We launched a violent coup with multibillion dollar funding. (in that coup, we ended the Uke government that was signatory to that Clinton agreement.
Since then we have swarmed around Crimea, and supplied a nazi army there.
The agreement (not a treaty) is long dead.
As for who would trust an agreement with us? Ask an Indian, ask Khadaffy who gave up his WMDs to us after 9/11. Ask Americans about 2 weeks to flatten the curve.
Ask anyone.
Anyway, whatever was agreed to in the past, but people 30 years ago, America should not support neonazi Galicans roasting chestnuts from decades and centuries past.
Anyway, would you really truly trust Ukrainians with nuclear weapons?
