“turning location off” My understanding is you still can be tracked if the agencies ‘ping’ your phone.

This makes me wonder about an incident we had. My husband had Covid and didn’t know it, a few days later I got sick and tested positive. 3 days later the contact tracer called my cell and one of the questions was “who had I been in contact with”. I said my husband and she wanted to speak to him; since he was 3 ft from me I went to hand him my cell but the contact tracer said no, she had to call him on his own cell. It made no sense as to the reasoning but now makes me wonder if it is related to this.

my understanding is you have to place the phone on “airplane” mode in order to stop the tracking.
If your phone is connected to a tower (I.e., you have service) or the internet, you are tracked.

Yeah, they did something similar. The CDC data was supposedly "aggregated" so I don't think it showed individual devices, but even the TTV data was anonymous and there's nothing in the data that reveals who's connected to a particular device.
