Congress has an inherent subpoena power. It is supposed to be used in order to become informed about matters that are or may be subject of legislation.
Congress had Zunckerber and Dorsey in no so many years ago. I think to grandstand on the Russian Collusion hoax and not for legislation - but Dorsey and Zuckerborg were happy to oblige their side.
