How will they monitor people who have garbage disposals?Don't give them any ideas. For years, NYC did not allow garbage disposals. I think it was under Rudy that they finally allowed them.

Up until the late 70s, pig farmers from New Jersey had regular curbside pick-up routes throughout various residential neighborhoods in the City of Philadelphia for buckets of food garbage. The Italian Market area was one such slops-rich destination.
