EO can only be applied to Executive Branch Departments. The only way to force everyone to get vaccinated, would be EO that would result in a denial of service by the Executive Branch for anyone not vaccinated. That EO would not withstand a court challenge.
Yes I know, SCOTUS behaves like it’s going through menopause, but denial of service is a slippery slope even they would not want to see made legal.

No Constitutional authority for universal vax mandate. POTUS EO can only affect Executive Branch.
This is going to blow out the Ds. Many minorities in federal employment, for starters. Various critters facing fury back home, already. This is not relegated to DC, but affects contractors across the country.
