“Joe Biden” didn’t address anything. Someone went on Twitter for him and tried to control the damage.
White liberal 'elites' (who ran the Jim Crow South) went from "Blacks can do no right" to "Blacks can do no wrong"... without ever stopping to consider that both positions are insulting and stupid. Democrats and Biden were racists then - and Democrats and Biden are racists now...
It was addressed by whomever runs Biden’s Twitter account, not by Joe.

Biden wasn’t talking about ‘genetics’.
He was very obviously talking about viewpoints, thought, and specifically spoke to ‘attitudes’.
And then he had to run it all back, and claim that we wasn’t suggesting that African American thought is ‘monolithic’.
Somebody needs to hook this pitiable man off the stage.
