Do they? If it could be shown that some of the crimes occurred from laptops or from related activities in Virginia, Maryland or other states, wouldn’t the court districts that cover those states have jurisdiction?

The referrals are starting on Congress. So far what I've seen is that the Congressmen making the referrals have published the letters they sent making the referrals.
The thing is that the GOP House leaders started sending these referrals over 3 years ago. And so far no one has been indicted on any of them. So the default supposition is that "nothing will happen". It's just GOP Congressmen blowing off steam.
If anything is happening with any of these the person keeping it on the "downlow" is AG Barr and his team at the DoJ. Certainly, unlike for instance the Mueller probe, we haven't had daily updates about who is being questioned by the grand jury, what they said, who Durham is getting close to indicting.
We haven't had any indictments.
We haven't had any arrests.
We haven't had any SWAT raids at 5:00 AM on CNN.
We haven't had breathless cable hosts declaring the every small process crime someone is charged with IS TREASON.
We are all still hoping those things are coming. This article isn't the first one to tease us with claims of near-certain arrests soon.
Hopefully it's more accurate than previous reports.

When did Durham take over this investigation from Huber? When did Huber get assigned to investigate the Deep State Coup? It's been years now.
Where is the sense of urgency. Every day that these are not produced is another day that Team Trump tries to win the game with no offense.
The narrative is not being countered effectively by Team Trump, and only indictments can do that now.
