Good point. As I understand it Obama was willingly using Hillary's private Email for secured documents. Which was the reason Hillary didn't go to jail. If Hillary was guilty so was Obama. They didn't want to throw an ex-president into jail.

The Dossier is different. They can separate Obama from this.

I grew up believing that an "Abuse Of Power" was a crime, federal or not. I'm all for Congress NOT passing anymore stupid laws, but I think it should be a Federal Crime. We'll see how this all plays out.
