President Obama's greatest accomplishment in eight years was placing partisan Democrats at every position in government. From the bosses in the top officers to the folks at the bottom sweeping the floors, and every manager, worker, and intern between them. Obama was so successful that in the process, he was able to flip Virginia blue solely due to the massive influx of swamp dwellers.

There were articles here on FR early in the administration revealing that many permanent civil service employees were actively turning away resumés and applications from known Trump loyalists and campaign volunteers. Trump and Ivanka both remarked how shocked they were, after dealing with the sharks in New York, how terrible the DC insider behaviors were.
