The governor announced his plan to reopen the state in a press conference on Monday.

Since March, he says he has started putting steps in place to control the spread of COVID-19 by sheltering in place and restricting travel into the state. The executive order for the stay-at-home order will expire as scheduled on April 30.

He started his announcement by thanking the strike force in charge of coming up with a plan to reopen the state, safely.

He said that all businesses will not be able to open all at once. Singapore is dealing with a second wave, and China is dealing with more cases due to opening too quickly, he said.

"We aren't going to open up and hope for the best," he said.

Texas will open in phases, he said. Phase one starts May 1, and phase 2 can start as early as May 18.

The most important element of phase 1 is keeping the vulnerable safe, Abbott said.

Phase 1 will emphasize the importance of vulnerable populations remaining at home and encouraging businesses to help limit exposure to those most vulnerable. Senior living centers will enforce more CDC guidelines.

All retails shops, restaurants, movie theaters, malls can return to 25 percent capacity on May 1. Museums and libraries can also return to 25 percent capacity.

However, interactive exhibits will remain closed.

Outdoor sports activities are allowed in groups of 4.

Abbott said that although we have one of the highest recovery rates in the country, we must not forget the people that died in this pandemic.

The state is working on filling unemployment claims. They have more than triple the Texas Workforce Commission staff to help with the needs.

He said that $2 billion of unemployment benefits have been paid out.

Agreed. I think the only thing that can save us is if all the states start bucking the system, citizens, too.

It’s harder to herd cats than cattle. I’m tired of walking down the shoot.

Many states are dead broke and in debt, the USA is in debt. Most countries are in the hole, especially now, since world-wide shutdowns.

What will a broke world do? I look at it and think it through, and I don’t like what I see. They won’t be consulting citizens for their fix, either.

I’m with Kemp. Jump the shoot and not head to the slaughter. Much harder to control that way.

This is NOT opening up TX, Gov Abbott.

Yes. It is pathetic. I'm glad I've never voted for that slimeball.

There is no reason for Major League Baseball to not be playing right now. It is open-air, there is separation between players and people, lots of sun, and they can limit crowd size to 20,000 until June 1.

Why? The lockdowns were never to prevent people from dying, they were to get the hospitals ready to treat people. You don’t shut down an entire State the size of Texas for 500 deaths.

[And how does sitting home or voting for Democrats help us make any progress toward a system of constitutional governance?]

I’m betting on plenty of people on the other side also doing the same thing. It’s also possible that near the end of this cycle, Trump’s electioneering will get enough people fired up to squeeze out a win.

If you're not going to vote then you might as well vote for the Democrat. Leaving the election of your leaders in the hands of mouth-breathing nitwits doesn't serve your cause at all -- whatever the hell that cause may be.

Just ask those morons in Alabama who now have Doug Jones representing them in the U.S. Senate.
