The governor announced his plan to reopen the state in a press conference on Monday.
Since March, he says he has started putting steps in place to control the spread of COVID-19 by sheltering in place and restricting travel into the state. The executive order for the stay-at-home order will expire as scheduled on April 30.
He started his announcement by thanking the strike force in charge of coming up with a plan to reopen the state, safely.
He said that all businesses will not be able to open all at once. Singapore is dealing with a second wave, and China is dealing with more cases due to opening too quickly, he said.
"We aren't going to open up and hope for the best," he said.
Texas will open in phases, he said. Phase one starts May 1, and phase 2 can start as early as May 18.
The most important element of phase 1 is keeping the vulnerable safe, Abbott said.

All retails shops, restaurants, movie theaters, malls can return to 25 percent capacity on May 1. Museums and libraries can also return to 25 percent capacity.
However, interactive exhibits will remain closed.
Outdoor sports activities are allowed in groups of 4.

So thankful to live in Georgia right now. 2 times to my gym already since Friday. Ate lunch inside a restaurant today, then got a haircut. Sorry to you in TX, this is hardly opening up going on for you. TX - so wimpy! LOL!
Many barbers and hair salon operators are doing “bootleg” haircuts.
Right there with you. I hope he doesn’t run next election. REALLY ticked off at him. This is not Texas spirit!
I am disappointed. I would think he would have opened those up iff he was going to open movie theaters and restraints even at limited capacity.
My Salon for the most part only has about 15 people maximum at the same time but each has their own station or room with one person and one stylist. Ugh
I have tried and tried and tried to get that page to load. Does it outline what Phase 2 will be?
I could chew nails....
Nah...probably be Oregon last to open
Complain all you want, but in my humble opinion youre being a damn fool. If you had some jackass like Irish Bob ORourke as your governor youd be completely locked down for months.
Wouldn’t load for me either. If I can find another link, I’ll post.
And these nitwits wonder why their country is lost. They arent satisfied with anything short of 100% of anything ... so they stay at home on Election Day and get 0% when Nazi Democrats win.
Wow, Tough Crowd...
And don’t forget Abortion Barbie.
Wendy Davis ran for governor. She lost bigly against Abbott.
Those who piss and moan here about not voting for Abbott are morons.
Your opinion is nice, my opinion is that you’re a damn fool if you think we’re living anything near to constitutional.
What ringmaster is in charge makes not much difference. It’s Ozland.
All this duct tape is only going to hold so long, even with the best leader in the world.
‘I am disappointed. I would think he would have opened those up iff he was going to open movie theaters and restraints even at limited capacity.’
quit bellyaching...at least Rachel Levine isn’t your top health official...
And how does sitting home or voting for Democrats help us make any progress toward a system of constitutional governance?
Id hardly say his plan is courageous. Its actually quite timid and pathetic
Totally agree. Restaurants at 25%? I say open with no restrictions. We can handle any spike.
You are right.
So thankful to live in Georgia right now. Sorry to you in TX, this is hardly opening up going on for you. TX - so wimpy!
