Yup. Not so much with the LTL outfits with local terminals but the OTR guys were something else.
I took delivery of construction products for many years. Nowadays I am elated to have a driver who speaks English and can find the site without 20 pages of directions.
The Russians from Ontario were the worst, eh.
Oh, and never ask one of them to back the truck up. They don’t seem to know where the reverse gear is.

Before this “Crisis” I was in the Inland Empire every month. At some warehouses, one guy spoke English. I asked the Ops Manager what happens when the English speaking guy takes a day off?
Turns out a lot of the Spanish speaking guys understood English when they felt like it. Otherwise you got a shurg and I no understand.
A friend of mine owns a construction company, does a lot of work in and around DC and hires mucho hombres.
He said he 'checks' their 'papers' and he knows that almost all of them understand some English, most speak it and some are fluent in it.
One of their best cons is pretending to no habla and laugh on the inside.
Remarks have started. Now Sec’y Chow is speaking.
A few GOPe types should be put on the same list.
