exactly. One side of my family (that I know of) owned slaves. On the other side I am heavily native American. Do I have to pay myself reparations?
If you offer a partial payment, you are accepting that the debt is legitimate, it’s just the amount that remains to be negotiated.

At heart, reparations of this sort are really little more than a symbolic gesture anyway that acknowledge past injustice. In addition, such an award also demonstrates that such wrongs were ended 60 years ago and very few people still alive have been subject to officially sanctioned discrimination and its time to move on , which is also fair.
The requirement that any government welfare paid out to an individual in the past be considered reparations already paid out would go a long way to quashing the resentment culture by forcing the grievance culture to own up to the fact that Black Americans have not been persecuted and denied opportunity by a wicked white majority intent on keeping them down ( unless of course, you count Democrat politicians who have set up a government plantation to keep them down).
People on welfare have plenty of free time on their hands to better themselves via a huge network of education or employment programs intended to get people off welfare
