NYC was union at the point of a bayonet as well; they had draft riots because the Irish saw slavery as no reason to throw away their lives. In the North they were competing with freed blacks for low-skilled work.
The fact is that “West Virginia” had little need for slaves; it didn’t have the large plantations of other states. The fact that it was created mid-war is suspect; I’ll concede whatever crooked motives you assign to the Yanks involved.
I think something analogous almost happened with Tennessee. East Tennessee, being mountainous, isn't suited for plantations or large farms, and so many east Tennesseans were pro-union. There was talk of reconstituting the short-lived (and apprently unofficial) state of "Franklin" among many east TN unionists for much the same reason as the West Virginia split.
It makes sense; the people in the different regions within the same state have little in common.
