As expected, the Seattle government intends to subsidize low income folks who are adversely affected, which illustrates the futility of carbon taxes. The tax is no big deal to affluent progressives, so it's cheap virtue signaling for them, but the carbon tax won't affect their behavior. They subsidize the low income folks, so the carbon tax won't affect their behavior (CO2 emissions same as before for those two groups.) However, the middle class of working people, however, would bear the brunt of the carbon tax. As far as the progressive elite is concerned, the middle class (i.e., what Marxists call the bourgeoisie) can either pay up or freeze in the dark.
That's why the French had large, vigorous protests every weekend for a year: their middle class recognized what their socialist elite had in store for them. The US middle class had better wake up. US Democrats have the same in store for it.

We have a 5 ton electric heat pump in Southern California. Cost us a bundle to put it in. Contrary to popular belief we do freeze in the Winter here. The heat pump is useless unless you go to emergency heat under 40 deg. fah. Emergency heating runs our electrical bill up into the stratosphere, so we use spot heaters in those sections of the house we most occupy.
I don’t see these things as being real efficient in Seattle’s climate. More Democrat BS.

Conversions and upgrades to furnaces can be expensive, adding another layer of expense for Seattle residents.
The law does propose that low-income residents will see the cost of their conversion covered, noting that approximately 1,000 low-income households are estimated to be eligible for a fully funded conversion.
It will turnout to be thousands and thousands of dollars for the middle class because of the mandated conversions from oil to electric heat pumps. In addition to the cost of the heat pump, there will also be huge costs related to tank and furnace removal and environmental disposal. There likely will be some fee for soil replacement, too.
I guess thats one way to reduce housing prices in Seattle.
It’s impossible to be carbon-neutral guess what is used to make solar and wind power products pipe dream endues.

Some people will not be able to heat their places. The politicians don’t care.
The tax is a burden on those older homes that still burn oil for heating. Those people are on fixed income. The purpose of the tax is to be able to upgrade houses to other means of heating namely electric. These older pensioners who are being taxed are ineligible to receive the upgrade they’re being taxed on.
