No, “Environmental Racism” is code for a shake-down attempt for rational economic thinking that it’s better to put the sewage treatment facility “on the other side of the tracks”, in the low-yielding property tax part of town, rather than paying a premium for a high price of real estate, and probably foregoing the premium property taxes as well in the desirable part of town.
