In Tennessee you cannot be forced to pay for a red light ticket. They can send you official looking letters (always by first class mail so they can never prove you received a notice) with threatening sounding language, but there isn’t a thing they can do if you don’t pay but send you another letter. Not exactly true. They report unpaid tickets as unpaid bills to the credit bureaus. Not a big deal if you don't mind your credit score going down.

Not in Tennessee. They wrote the law so that they can’t legally report it.
