Probably what happened - as it does in most of these cases - was a change in the routine of the parents. Perhaps their mother normally dropped them off and he had forgotten that he had them and they were in the back seat (since very small children frequently go to sleep in the car). I read about some new device they are developing that would alert parents and IIRC not allow the door to lock until it was deactivated, sort of the way you cant lock the doors on a modern car now if your keys are inside.
In any case, the reason the police were called was that motorists reported a man screaming hysterically outside an open car door so I think we can rule out any intention on his part. This is such a sad story, but so common.

I agree with you, I had my own close call with one child (I had forgotten she was there, but then looked back just before getting to work and saw her - scared the crap out of me).
After that it was tinted windows and kids in the front seat.
Unlike others here, I’m not perfect, I’m human, and on top of that I’m easily distracted by the radio (if it’s Rush or someone like him).
One year old twins not so new. This is unthinkable.
