I am going to say this again. I have thought about it a lot. There is something weird about Somalis compared to Ethiopians and Kenyans.
I think there is a reality in life which says cultural morality and societal civil law are linked. The cultural morality influences the societal civil law, and the societal civil law then influences cultural morality.
Somalia was a totalitarian Marxist state from 1969 to 1991, and existed in civil war and anarchy from 1991 to 2009, and currently has a corrupt government. In other words, it has had little societal civil law to influence its cultural morality for a half of a century.
What filled the void was a mix of Marxism, Islamism, and most importantly tribalism—bullying, power-based tribalism.
With no solid cultural morality, amorality becomes the cultural norm. Not immorality, amorality. But immorality flourishes in an amoral culture.
In such a society, scamming becomes the norm. Survival requires scamming and scheming to get ahead of the next person. Somalia was like the post-apocalyptic world of Mad Max.
Omar’s father’s decision to split up his family, and defraud the U.S. with a fake name was probably the result of a scammer’s mentality. He literally split his family like a blackjack player splitting a pair. He doubled his chances.
Never marrying your husband and father of your children, but marrying your brother for family gain is gaming the system. It is the actions of a scammer. Getting defensive, offering lame excuses and making counter accusations are the actions of a scammer.
The problem with a scammer is it becomes so ingrained, they do not know when to stop. Everything is a scam. Life itself is a scam. It becomes scam or be scammed.

Two years ago, she claimed that the marriage to the father of her children was not legal, but the marriage to her brother in 2009, was the legal marriage, but then her brother moved to England, and they never got divorced, but she got back with her first husband and married him again.

It means her true husband in the eyes of Allah, was to the man she sired children with. Her first husband.
The second marriage was not a Muslim marriage and only produced a piece of paper from the U.S. Government that allowed her to commit immigration and tax fraud. This marriage meant nothing to her, or to any other devout Muslim. It was a sham "marriage" for the purpose of committing fraud and nothing else.

I suspect there was no sex involved whatsoever in her second marriage. It was a means to an end to facilitate tax and immigration fraud and nothing else. She remained "culturally" married to her first husband the whole time and only legally divorced hubby #2 and remarried hubby #1 after authorities got wind of what was going on.

Reportedly, Ilhan Omar’s father was a loyalist of Siad Barre in Somali, and their extended family held positions within the Barre Government. Their family left Somali in 1991, the year that Siad Barre’s Government was thrown out of power.
Siad Barre took power through a coup in 1969, and made Somalia into a Marxist-Leninist dictatorship, and a client of the Soviet Union. From Wikipedia’s Siad Barre article: “The United Nations Development Programme stated that “the 21-year regime of Siyad Barre had one of the worst human rights records in Africa.””
Just a few years before the fall of Siad Barre’s dictatorship (1987-89), his Government conducted a Genocide of the Isaaq Clan. From Wikipedia (https://en.wikipedia.org/wiki/Isaaq_genocide):

I have since read elsewhere that the brother she married is gay, so that also rules out the incest angle.
At any rate, yes, it’s outrageous that she’s not been called out on it.
