Yeah. But there is a treaty. Although not sure the Chinese ramming a fishing boat (that they claim is an accident) is reason to invoke the treaty. But that incident has risen tensions between China and the Philippines.
The area is also very disputed, not just with theses countries but Malaysia and Vietnam has claims too. A lot of back and forth crap goes on.
Nothing less than 999 years.
I remember back in the early 90s when Philippines demanded the US leave Subic Bay.
The PI just invites the Chinese in to build a 5G phone network. Time to pick a side, eh?

And both Clark and Subic are thriving today. Daewoo build a $6B ship repair facility at Subic and Clark is a special economic zone full of businesses. The old commissary is now a SM Mall and there are rumors of closing the international airport in Manila and making Clark the main airport. The expressway makes travel from Manila to Clark a 90min drive and then Subic too has the expressway making access quick. A far cry from the 4 hour Jeepney ride back in the 80s.
Fine, give the U.S. back Subic Bay, rebuild it, end the anti-American rhetoric and then we’ll give you our answer.
The Philippine president is a two faced hypocrite.
He says whatever is populist at any time, but when it comes to confronting China on its infringement on atolls in the seas claimed by the Philippines, he does nothing, really. Meanwhile he is allowing the Chinese telecom Huwei to become the dominant cell phone service provider in the Philippines, jeaprodozing the security of U.S. military assitance there.
Duterte’s background is not populist. During the long Marcos era he was very much with the Marxists.
Let’s not get crazy. 2 million for an airbase and a naval base in the Pacific is dirt cheap.
Even Vietnam has requested for us to return to Cam Ranh Bay.
