Imo, as a long-retired LEO, the ONLY thing that will work to greatly lessen the criminal shooting incidents is:
1. STOP making excuses for “crime in the streets”,
2. Round-up & disarm all of the KNOWN gang members,
3. Serve all the outstanding felony warrants & jail the criminals that are caught
and
4. Indict, try, convict & sentence the violent criminal predators, who prey upon others, to long prison terms.
