I also worked with phone polling in 2016 (not for political purposes). Vast majority of people do not answer calls from unrecognized numbers. We did both landline and cell phones, but rural areas, which are huge swaths of the country and notably more conservative, have poor phone service either way. So who answers phone surveys? Disproportionately young, naive, or too busy (driving?) to check the caller id.
