I read my first conspiracy theory about it today, that President Trump is doing this figuring that Hispanics will push blacks out of the big cities, so that they will disperse and break up the solid Democrat voting blocks.
While Hispanics generally vote Democrat as well, they are much less monolithic about it, and still have a strong desire for personal success that goes against the Democrat plantation attitude.
