I was told a long time ago by those that supposedly know that in theory they serve at the pleasure of the President.
The respective agencies nominate them and send the list to Congress for concurrence. Protocol-wise similar to military Flag rank officers that’s why when you see official pictures of them there a flag in the background.

If Trump was a dictator, that would be easy. Or if he acted beyond his Constiutional powers (ie like a dictator) he could do all kinds of stuff.
But he cannot act beyond his Constitutionally mandated powers.

Kill off any dept or agency that has a counterpart at the state level (DHHS, DOE for example) These should be the first to go.

GS15's are not SES, they are still a standard government employee, alibi, the very top rung. SES is above the GS15.

The magic in this plan is the fact that liberals in those offices are heading for The unemployment lines.
Not to mention the purge that could occur when these lazy entitled mooches find out how much their work load will increase.
Or it could just be window dressing. The agency can be desolved while the operations and workforce are simply reassigned to the new addresses. In effect, no change. Swamp redefined in stead of reformed.
