Mexico obviously does not believe the president will follow through on his threat, nor do they feel they have much to lose by calling his bluff. Border Diplomacy, in and of itself, is of little value to such countries.
The president is in danger of being seen as more hat than cattle. A history of bluffing is one thing, a history of constant bluffing ensures failure to persuade.
