Foxconn, which received controversial state and local incentives for the project, initially planned to manufacture advanced large screen displays for TVs and other consumer and professional products at the facility, which is under construction. It later said it would build smaller LCD screens instead.
Now, those plans may be scaled back or even shelved, Louis Woo, special assistant to Foxconn Chief Executive Terry Gou, told Reuters. He said the company was still evaluating options for Wisconsin, but cited the steep cost of making advanced TV screens in the United States, where labor expenses are comparatively high.
"In terms of TV, we have no place in the U.S.," he said in an interview. "We can't compete."

I can understand the costs being too high to compete with China, but that fact was known at the time of the promise, and the commitment to build the facility in Wisconsin.

Just saying, it is high time for him to stand up on this issue.
I would suggest the new governor is reacting poorly to the gift that includes no union workers.
The union assholes are certainly behind the foxconn move. They have certainly made threats and will in fact work hard to see the plant is never operational without union workers

No. When the deal was going through Foxconn assumed that they could get Owens-Corning to come to WI and build a glass panel factory under the same terms, but the legislature said no more subsidies. So that was the end of that. Foxconn makes the high def screens using large glass panels which they get elsewhere.
