This picture needs an overhead shot. Along with a caption below confirming what it is. There is a section of a concrete wall shown in that shot on the extreme right hand side.

High speed train but only one desal plant in the last 20 years, not built boy the state but boy a city (Carlsbad). Getting from two obscure central valley cities by train more important than water supply.
