I would guess Mulvaney. At OMB he was overseeing the whole bureaucratic structure and workforce - and had been tasked to develop a plan to streamline it.
He may have been pulled up to Chief of Staff to manage the execution of that plan.
They may have new org charts and lists of names already - like a real business would.
If true, expect some intense pressure on GOP congressional members very soon.
When they contract out for services, they can save a bunch of money. Federal employees have civil service protection, good pensions and unions which obviously raises the cost of labor.

Interesting. However this, if it happens, goes beyond just firing people employed for less than a year. If the article is correct, it could be applied to anyone who has been furloughed, even those who have held their positions for more than a year.
As much as I despise government bureaucracy, privatizing such things is worse, not better frequently just another excuse for politically connected private entities to raid the public fis.. Now if you can find a way to set a standard and let industry compete to provide the service at the best possible price vs quality that would be another thing, but that is rare also especially when you have government bureaucrats trying to tell private entities how to conduct their affairs.
I’m sorry, but those first three factors are bogus.
I mentioned my room mate being permanently furlough to point out that permanently being on furlough for government employees is not a fantasy by those that presented it. this is a real possibility.
I’ve long said that the entire management of federal bureaucracy should be fired and half the rest fired, too.
