I watched one un-helmeted guy blast into a lighting pillar at high speed and bust his head against the sidewalk. The Newark Police rendered aid. It's all fun and games until someone gets hurt. Go figure.

The British have this sorted out. They use their cars to bump the perps off their bikes then arrest them.
Yeah...these “toys” previously belonged to someone else. Most are stolen. This also goes on in New Orleans.
Fight fire with fire. Have police in plain clothes on dirt bikes join the group and then follow one home. Arrest the rider and confiscate the vehicle. Ma ke the penalty a year or so in jail for both the rider and his parent if he is a minor. Parents know about the bike and that it is illegal on city streets. They should take responsibility for their wards.
And then break down crying to Richard Crenna.
I was in Philadelphia in the summer of ‘91 visiting a friend.
I did the same thing Rocky did in the movie. It was great!
About 10 minutes later, a tour bus rolls up on the road below. A bunch of fellow tourists get out and a number of them start running up the stairs too!
I’ll bet that kind of thing happens dozens of times a day in the summer.
The police say they really want to intervene, but there’s really nothing they can do about it. The article states it illegal for the police to pursue them.

It should be noted that just like New Haven (Where this is RAMPANT and I’ve been physically involved in several situations with these gangs) Philly is enemy territory now.
It’s just a part of NJ at this point.
I don’t know about Philadelphia, but out west they don’t have enough riding areas for these bikes/ATVs. Many people have to travel 50 miles, 100 miles miles and more just to ride them nowadays. All thanks to intrusive government and their environmental extremest associates.

LOL, we have a rule were I live...if you see a vehicle like that on the road merging on you, it is clearly going to have the right of way!
A couple years ago, one of these morons passed me on the freeway riding a four wheeler. The freeway!
There is zero law enforcement in the inner cities.
The park rangers use to be our best friends when we were out clearing the trails every spring and within a couple years were then arresting riders and confiscating bikes due to "pressure from Trenton".
F'ing environmentalist scum.
