That’s why countries don’t want them in their country.
Any organization training or promoting illegal activity such as fraud should be fined and lose their license to operate in the US. Period.
Lose their passport information. Make them stay in place and not be readmitted to the US until it’s located. A year or three would be reasonable after which they should be incarcerated for defrauding the government. Another year or ten
