He’s only legal trouble if they actually decide to follow correct procedures. In this day and age it’s not always a given.
The “diff” is that Japan does not allow immigrants. At all. And Japan has no entitled, pampered, spoiled, placated underclass of perpetually demanding and dissatisfied descendants of slaves. That’s the difference.
It is a surprise. But I must admit, I had a run-in with two morons a couple of days ago and they weren’t teens. I’ll not provide details but I’m convinced the one who really started the thing is either an alcoholic or a meth head or just a petty criminal who got caught red-handed (female).

#2 The store “management” didn’t bother to secure the store by boarding up the windows and entrance with wood, which is what you are supposed to do just for the hurricane alone! Then they REFUSED at first to have the police put a stop to this.
So I dont feel sorry for them at all. And Family Dollar corporate will likely have some new management positions to fill.

FWIW (non-hurricane, though) I believe the thieves went right through that in Ferguson. I seem to recall. Have to go back and look at the pictures. I was thinking it was a cell-phone store they hit (one place they hit).
