Bruce Rauner, would reduce the flow of guns bought solely for the purpose of committing crimes.
Known as the Combatting Illegal Gun Trafficking Act, Senate Bill 337 mandates that gun shops take real steps to safeguard against straw purchases. Gun dealers would be required to keep their inventory safe from burglars and smash-and-grab robbers, create and retain accurate and complete records of gun sales that could help police investigate and arrest straw purchasers, maintain video surveillance of purchases, and train employees on how to identify these straw purchasers.
Fifteen states, including New York and California, have enacted similar laws.
Deterring straw purchases in Illinois wont end the violence in our neighborhoods, but it is one necessary step to reducing the bloodshed.

Most thugs and murderers don’t go to the store and buy guns, and nobody is going to go to the store and buy a $500 pistol for someone who could buy one on the corner maybe $100. Besides, straw purchases are already illegal.

Isn’t it “interesting” that the Sun-Times still refuses to address the real causes of gun violence in Chicago. For them, “it’s always someone else’s fault,” that Blacks are killing each other in the Chicago ghettos. “If only “this” or “that” were done, it would all “magically” go away, because “we all know” Chicago Blacks all basically love one another more that the rest of us do. How about an article that says that the short-term solution for putting an end to this killing, is to put the Illinois National Guard on the streets of Chicago with weaponry that will effectively deal with the shooters. I don’t think any action short of martial law there will stop the violence.

Two things.
1) If this the law I think it is, it restricts person to person (private) sale of guns unless a gun dealer and back ground check is run. The dealer always charges a fee (which is fair for the business). A “Straw Purchase” is the INTENTIONAL purchase of a firearm FOR someone that cannot legally own a gun (Felon, for instance).
2) There are already laws against “Straw Purchase”. I know of a situation where a friend sold a pistol to someone that I also know. I told him, “You know you sold that to a convicted felon, right?” (Felony having to do with a drunk driving issue). He had no idea when he sold the gun. To be honest, I can’t be sure he was restricted. But liberals would like to categorize this as a “straw purchase” regardless of when the original owner purchased or sold the gun or how much time had passed.
Consequently, I stopped a “straw purchase” at a store once by talking to the manager. I overheard a guy coaching a girlfriend on what gun to buy. He wanted her to buy a specific make and model .40 cal. I overheard him explaining exactly what to say and how to ask to look at it. I went to the desk there and a manager happened to be working. I simply relayed what I heard to him. Then I hung around within ear shot to see how this went. The guy actually went to the counter with her. It was obvious she had no idea what she was doing.
The manager was pretty professional about it. he asked her why she wanted the .40. He said, that would have a lot of kick for your small build. Have you fired this gun? What are you looking to do with it? Self Defense? Target Shooting? Maybe I could interest you in something that is more comfortable? Have you had any training? We have some folks that offer some training courses where you could test out several guns and then buy something that might be right for you. Finally the guy bumped her and they left without purchasing the gun.
I always wondered if he could report it. But then again, he really didn’t have evidence. The police can’t do anything until there is a crime committed. The manager didn’t cause a scene. But I kind of wished he would have explained the law to her. I don’t think she realized how illegal (or maybe if) what she was doing was. Then again, maybe I was completely wrong with what was going on and should mind my own business. LOL

Tell me EXACTLY what does a straw buyer look like. Next, tell me EXACTLY how the law will punish the straw buyers. We already know that the gun shop owners will be punished.
The violence was not committed with guns but clubs and knives. Violence in Chicago has been so bad that at times (1880s) upper class neighborhoods formed their own protective association.
It has always been associated with street gangs.
Of course, Raunier, being a total dumbass, will sign this stupid bill. He cannot gain one more vote by doing this.
There is no stopping this without a full-scale attack on street gangs.
Maybe they could pass a law against shooting people.
