Given Stengel’s penchant for tortured logic while speaking, I think she’d be an excellent candidate for the award, if it existed.

Nah, Berra was more into malapropisms, like “Nobody goes there anymore, it’s too crowded”.
Stengel would talk for 5 minutes and at the end, you had no idea what he said or about what he was talking. That seems to be Occasionally-Coherent’s stock in trade.
