It seems that the law of finding refugee status, was that people were suppose to go to the closest NEIGHBOR..and apply for asylum. Why didn;t this person apply for asylum in Belize or in Mexico?

Let me guess - no actual law is cited to support this judge’s opinion.
Because the law does not grant political asylum for those who claim to be threatened by local street crime, or in their personal relationships - only from systematic repression from hostile Governments. Even then, it is not a right - we can’t take everyone from an oppressive country, and never have.
What could possibly be a broader basis for the whole world to migrate to the USA, on full welfare (which is give to asylees, unlike regular immigrants)? Granting asylum based on an entirely internal mental state?

This is NOT a reason for asylum. That is an internal problem of their country of origin. One must really stretch the requirements for asylum in order to make this one valid.

Second, the applicant must prove that he or she would be persecuted on account of one of five protected grounds: race, religion, nationality, political opinion, or particular social group. Third, an applicant must establish that the government is either involved in the persecution, or unable to control the conduct of private actors.”
If the government refuses to control gangs and domestic violence, that is not something worthy of claiming asylum. IMHO
These judges need to be reined in.
