This is NOT a reason for asylum. That is an internal problem of their country of origin. One must really stretch the requirements for asylum in order to make this one valid.

Second, the applicant must prove that he or she would be persecuted on account of one of five protected grounds: race, religion, nationality, political opinion, or particular social group. Third, an applicant must establish that the government is either involved in the persecution, or unable to control the conduct of private actors.”
If the government refuses to control gangs and domestic violence, that is not something worthy of claiming asylum. IMHO
You are 100% correct. I think Obama lowered the standards so asylum now is OK if you claim you have a hangnail.
