Third doctor to evaluate sexually violent rapist

A man twice who has been twice convicted of rape and placed on monitored release since 2013 will be evaluated by another doctor before a judge determines Sept. 5 whether he'll be free to move about the county unsupervised.

Tibor Karsai, 64, was convicted of raping a 19-year-old woman in Santa Barbara County in 1974 and received an eight-year prison sentence for the crime. He was paroled in 1980 and later that year was convicted of kidnapping and raping a 16-year-old girl in Auburn. For that crime, Karsai was sentenced to 26 years.

He was deemed a sexually violent predator in 1998 by Placer County officials, who later recommended that he be released within Santa Barbara County, his last place of residency.

Since 2013, Karsai has been living in Santa Barbara County but has been monitored by Liberty Healthcare officials around the clock. His last known address of residency was 5935 Dominion Road, according to the Megan's Law database. Until his next hearing, Karsai will remain under conditional release and is still under supervision of Liberty Healthcare.

On Wednesday morning, Deputy Public Defender Brian Carroll reminded Judge Tim Staffel that doctors in July had found that Karsai was fit to be released without supervision and that he no longer met the criteria of a sexually violent rapist.

Prosecutor John Mackinnon, however, requested and was granted another month for the District Attorney's Office to hire an independent doctor to evaluate Karsai and prepare another report. The evaluation will involve looking at Karsai's past records, criminal background and performance during the conditional release program the last few years.

In order to keep Karsai on supervised release, the District Attorney's Office has the burden of showing that Karsai still meets the criteria of a sexually violent rapist and has a high risk of re-offending.

In 2013, the District Attorney's Office fought to have Karsai released into Santa Barbara County but also backed the extended supervision recommended by Liberty Healthcare. Since 2013, he has lived in a motor home parked in various remote locations in northern Santa Barbara County, with a two-person team from Liberty Healthcare monitoring him continually. He also is being monitored by GPS and must abide by curfews.

Karsai's status as a sexually violent predator means that he must register as a sex offender with the Megan's Law database every month, rather than once a year, which is the case for most sex offenders.

Typical liberal ploy. Have different doctors evaluate a sexual predator until they get the result they want.

The problem with guys like this is, what do you do with him after he has served his sentence? Some states tried to keep them confined, but the courts said no, there is no Constitutional basis to do that. So, you have to let him go, and monitor him as best you can.

Apply 230 grain lead infusion to chest and head. Repeat as necessary until breathing stops.

Monitor “as best you can”, is a joke. Santa Maria is a typical mid-sized California city, with the usual assortment of nutcases, sexual predators, and of course, illegal aliens.

I vote for him to get the Lorena Babbitt treatment, as well as having his testicles removed. That should make his transition into society have at least a tiny chance of success.
