I believe other states have this private state notice required, but as long as the layoffs happen enough later after the announcement, it meets the heads up required.

I think they should go back to Who, What, When, Where, and How and then remove any outrage and hysteria. Stop writing news as if it belongs on the opinion page and remember, “Just the facts”.
I think some states have laws on announcing layoffs by large companies.
If they keep the staffers on payroll for the required waiting period, does that meet legal requirements. (This is the kind of law that discourages businesses from setting up in New York and other “rust belt” states.)
The New York State Worker Adjustment and Retraining Notification Act (New York WARN) requires employers with 50 or more full-time employees to provide at least 90 days’ advance written notice of mass layoffs, relocations, and employment losses. ... New York WARN applies to more employers than the federal law.

The WARN Act requires certain larger employers to give advance notice of mass layoffs or plant closings that will result in a certain number or percentage of employees losing their jobs. Employers are covered only if they have at least 100 full-time employees or at least 100 employees who work a combined 4,000 hours or more per week. (Full-time employees are defined as those who work at least 20 hours a week and have been employed for at least six of the 12 months ending on the date when notice must be given under WARN.)
