Why is a “nonvoting member of Congress” (whatever that is) introducing legislation?

A “non-voting member of Congress” is a violation of the Constitution of the United States of America. That’s what it is.

Because they can do everything a voting member can do except vote. They can even serve in a non-voting capacity on committees.

Ooops, they can also vote in committees. But not on the floor. The other term for them is delegates. It’s what non-state territories sent to Congress. Codified in 1817.
